Step 1: You should have AWS account to create new Security Access Keys. Login to AWS console using your credential,

You can find all the Services. Under Security, Identity & Compliance tab you find IAM.

Step 2: Click on IAM to open it, Then You can find Users in navigation tab. Click on the user account (on the User Name in the list of users) under which you want to create the Access Keys.

Step 3: Inside the users, you need to choose Security Credential tab.

Step 4: You find Access Key section under the Security Credential tab. Click on Create access key button to create new key.

This will show the dialog box, here you can see the newly created access key and security access key by clicking Show button. You should download these keys and store it in secure location.
Example below,
AWS Access Key ID: AKIXXXXXXXXXXXXXXXE
AWS Secret Access Key: wsDTfgeTUSsdf/K7MDWCF/bPxRfiCYWERSARDFQX
Note: You will not have access to get this secret key again once after you closed this dialog box.
You should keep these keys very securely, and don’t leak or expose these anywhere or anyone. This can be used to access all the services in AWS, if you leak this key to any unauthorize person, they might misuse this key and create or delete any service they want.
Tips: You should rotate this key at least 6 months once to maintain security best practice.
